ABSTRACT

A transit network design frequency setting model is proposed to cope with the postpandemic passenger demand. The multiobjective transit network design and frequency setting problem (TNDFSP) seeks to find optimal routes and their associated frequencies to operate public transport services in an urban area. The objective is to redesign the public transport network to minimize passenger costs without incurring massive changes to its former composition. The proposed TNDFSP model includes a route generation algorithm (RGA) that generates newlines in addition to the existing lines to serve the most demanding trips, and passenger assignment (PA) and frequency setting (FS) mixed-integer programming models that distribute the demand through the modified bus network and set the optimal number of buses for each line. Computational experiments were conducted on a test network and the network comprising the Royal Borough of Kensington and Chelsea in London. © 2023 American Society of Civil Engineers.

ABSTRACT

Overcrowding is a major phenomenon affecting travel experience in urban public transport, whose negative impacts can be potentially mitigated with real-time crowding information (RTCI) on public transport vehicle departures. In this study, we investigate the willingness to wait (WTW) with instantaneous RTCI to avoid the in-vehicle (over)crowding the passenger faces, focusing specifically on urban crowding context (i.e. bus and tram systems). We conduct a stated-preference survey in Krakow (Poland), where we examine the choice probability between boarding now a more crowded vehicle vs. waiting at the stop for a less-crowded PT departure, and estimate a series of discrete choice models. Results show that 50–70% of respondents consider skipping a first departure which is excessively overcrowded and 10–30% would skip a vehicle with moderate standing crowding on-board. Acceptable waiting times typically range between 2 and 13 min, depending on crowding level and propensity to arrive on-time, but may even exceed 20 min in individual cases. These findings indicate that RTCI can induce a substantial WTW, affecting travel behaviour. We discuss its implications for mitigating service disruptions and demand management policies, including prospective support for public transport recovery in the aftermath of covid-19 crisis. © 2023

ABSTRACT

The COVID-19 pandemic poses a great challenge for contemporary public transportation worldwide, resulting from an unprecedented decline in demand and revenue. In this paper, we synthesize the state-of-the-art, up to early June 2020, on key developments regarding public transportation and the COVID-19 pandemic, including the different responses adopted by governments and public transportation agencies around the world, and the research needs pertaining to critical issues that minimize contagion risk in public transportation in the so-called post-lockdown phase. While attempts at adherence to physical distancing (which challenges the very concept of mass public transportation) are looming in several countries, the latest research shows that for closed environments such as public transportation vehicles, the proper use of face masks has significantly reduced the probability of contagion. The economic and social effects of the COVID-19 outbreak in public transportation extend beyond service performance and health risks to financial viability, social equity, and sustainable mobility. There is a risk that if the public transportation sector is perceived as poorly transitioning to post-pandemic conditions, that viewing public transportation as unhealthy will gain ground and might be sustained. To this end, this paper identifies the research needs and outlines a research agenda for the public health implications of alternative strategies and scenarios, specifically measures to reduce crowding in public transportation. The paper provides an overview and an outlook for transit policy makers, planners, and researchers to map the state-of-affairs and research needs related to the impacts of the pandemic crisis on public transportation. Some research needs require urgent attention given what is ultimately at stake in several countries: restoring the ability of public transportation systems to fulfill their societal role.
